Dara Taylor spotted the animal on Monday and stopped her car to pry the frozen animal off the road.
'I thought it was a chunk of ice in the middle of the road. When I got closer, it moved. That freaked me out,' says Dara.
'As I got out of the car, I could hear him meowing so loudly and pitifully and his little heart was beating so fast.'
The poor cat was so cold it couldn't even open its eyes, and his rescuer quickly took him to the Friendship Animal Protective League - where they started warming him up.
Workers have named him Frosty, for obvious reasons.
Frosty is now being treated for a respiratory infection, but they hope he will make a full recovery.
Gregory Willey, the executive director of the League, said that Frosty is off for a check up with the vet today.
The League have already received several adoption requests for him - so it looks like this little cat will be on his way to a better home very soon.
