The reason: she doesn't have a passport.
Apparently, Josie who came in to 'celebrity' status through her NHS paid boob job, has never had a passport and left applying for it much too late for it to come back in time.

The Sun was informed by a source that 'she thought they could be done just one or two days in advance. Josie saw I’m A Celebrity as the chance of a lifetime, but now there’s absolutely no chance she’ll be able to get on it'.
It seems ITV are so displeased with the turn of events that even if the necessary document does arrive in time they won't be willing to take her on as a late entrant.
This set-back comes in on the heels of Teri Hatcher from Desperate Housewives and Rustie Lee, of 80's TV chef fame, left the highly-speculated original line up.
Medical reasons are behind the 61 year old Rustie's departure but no explanation has been give for Hatcher pulling out.
"The casting directors at ITV work very hard to get the mix of jungle celebs right, and so this is very disappointing when people drop out," a source admitted. "It means that despite months of planning, they have to rush to draft in replacement celebs and fly them to Australia in time for the show launch."
Amongst the celebrities expected to appear in the jungle are BBC newsreader Michael Buerk, Jake Quickenden the this season's X Factor, Gemma Collins from TOWIE and TV personality Mel Sykes.
